Library Director: Silsby Free Public Library Charlestown, NH
Silsby Free Library is seeking a Library Director with well-developed professional credentials. Established in 1894 and located in the center of Charlestown, NH’s historic village, the library is an important town asset and heartbeat of civic life for the community. The position is responsible for the day-to-day operations of the library, supervises an Assistant Director and four part-time staff, plans and determines the library collections and acquisitions, promotes programs for all ages, works closely with the Library Board of Trustees to set policies and goals and serves as a liaison with the schools, the town government and community organizations.
The successful candidate must have effective oral and written communications, staff supervision, excellent organizational management and administrative skills, exhibit the ability to promote a welcoming and patron-oriented library, possess strong interpersonal skills and be able to work both independently and cooperatively with the Board of Trustees, the town Select Board, staff, town officials, and community members.
A bachelor’s degree is required; Master’s in Library Science recommended. At least four (4) years of experience in the field with comprehensive knowledge of library services, principles, practices and procedures. Salary is commensurate with education and experience.

The Town of Charlestown is accepting applications for a full-time position as an Water & Wastewater Assistant for a Level II facility. Licenses and previous experience in municipal water and/or wastewater operations is preferred but the Town is willing to train the right applicant. Applicant must be willing to attend trainings to achieve licenses.
Position requires a good general knowledge of skill and work practices, methods, tools, and equipment appropriate to water and wastewater systems operations and of public works construction and maintenance. Level 2 Facility
The Town of Charlestown is accepting applications for this full-time position. The Water/Wastewater Licensed Superintendent is responsible for overseeing the operation, maintenance, and management of a Level 2 water/wastewater facility in accordance with state and federal regulations. This role requires a strong background in water and wastewater treatment, as well as leadership skills to manage a team of operators and ensure the facility operates efficiently and effectively. Reports To: Board of Selectmen
Position Summary:
This is an on-call position. The Health Officer is the designated municipal official responsible for enforcing public health laws, ordinances, and regulations at the local level. They serve as the liaison between the municipality and state public health agencies, ensuring compliance with health codes, investigating complaints, and promoting public health initiatives.
Key Responsibilities:
- Enforce Public Health Regulations:
- Interpret and enforce state and local health laws, rules, and ordinances.
- Respond to and investigate complaints regarding public health nuisances, such as unsanitary living conditions, septic system failures, and water contamination.
- Conduct Inspections:
- Perform inspections of rental properties, daycare centers, food establishments, and other facilities as required.
- Assess public health concerns related to mold, lead hazards, pest infestations, and other environmental health risks.
- Investigate Public Health Complaints:
- Examine and resolve complaints related to housing conditions, sewage disposal, drinking water safety, and vector control (e.g., rodents).
- Work with property owners and tenants to ensure compliance with health standards.
- Collaborate with State and Local Agencies:
- Work with the New Hampshire Department of Health and Human Services (DHHS) and the Department of Environmental Services (DES) on public health matters.
- Coordinate with emergency management, fire, police, and code enforcement on health-related incidents.
- Public Health Education and Outreach:
- Provide information and guidance to the public on health and sanitation issues.
- Educate landlords, tenants, and business owners about best practices for maintaining safe and healthy environments.
- Emergency Response:
- Assist in local emergency preparedness planning for public health crises, such as disease outbreaks, pandemics, or environmental hazards.
- Respond to public health emergencies in coordination with local and state agencies.
Minimum Qualifications:
- Ability to interpret and apply public health laws and regulations.
- Strong communication, investigative, and problem-solving skills.
- Ability to work independently and handle sensitive situations professionally.
- Basic knowledge of environmental health, sanitation, and disease prevention.
- Must complete required training within the first year of appointment.
- Ability to pass a background check.
Preferred Qualifications:
- Experience in public health, code enforcement, or environmental health.
- Knowledge of municipal government operations.
Training Requirements:
- All NH Health Officers must complete a minimum of three hours of training related to public health laws and responsibilities upon appointment. Additional training may be required based on municipal needs.

SUPERVISION RECEIVED:
The Building Inspector receives direction from the Planning Board Administrator.
DUTIES AND RESPONSIBILITIES:
- Inspect commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations
- Inspecting the building structure, plumbing, electrical, sewerage, and heating systems for safety and specification compliance
- Examine plans and specifications of new construction, additions and alterations to residential and commercial buildings to determine compliance with the provisions of applicable local, state, and federal construction codes, ordinances, rules, and regulations
- Inspect existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances
- Inspect foundation, concrete, steel, masonry, wood construction, framing, plastering, routine plumbing, heating and electrical installations and a large variety of other complex and routine building system elements
- Conduct inspections of swimming pools at construction sites for compliance with regulations; enforce local and state mandates as necessary
- Respond to citizen complaints and concerns; serve due process letters to violators as necessary
- Issue notices to comply on violations; maintain records of history of facts for possible legal actions
- Confer with architects, contractors, builders and the general public in the field and office; explain and interpret building requirements and restrictions
- Log, route, track, and process all incoming plans; respond to code and related questions in person and on the phone
- Maintain files, records, and reports regarding inspection and plan check activities and findings
- Issuing of violations notices and stop-work orders
- Confer with and provide information and assistance to architects, engineers, contractors, builders, and the general public in the field and office; explain and interpret applicable codes, ordinances, and zoning regulations
- Attend and participate in meetings; stay abreast of new trends and innovations in the field of building inspection and plans examination
- Conduct inspections and review plans for seismic safety precautions and code compliance
- Perform related duties as required
- Signing and issuing of permits and certificates of occupancy
- Any other projects/work that may arise throughout the course of Daily/weekly/monthly/yearly activity.
QUALIFICATIONS:
- High school diploma or equivalent
- Proven work experience as a Building Inspector - Specialized training in the building trades and/or code enforcement desirable
- Possession of an appropriate, valid building inspector certificate – or ascertain within the first year of employment with the NH Building Officials Association
- Knowledge of construction design techniques
- Advanced mathematical skills
- Ability to make difficult decisions
- Ability to read and understand blueprints and construction designs
- Ability to travel and work irregular hours
- A valid NH driver’s license
- An eye for small details

Deputy Health Officer
Job Summary:
The Deputy Health Officer assists the Health Officer in enforcing public health laws, investigating health complaints, conducting inspections, and promoting public health initiatives within the municipality. This position serves as a backup when the Health Officer is unavailable and works closely with local and state agencies to address public health concerns.
Essential Duties & Responsibilities:

FULL-TIME POLICE OFFICER OPENING – Must be willing to be a certified full-time police officer in New Hampshire. The Town of Charlestown Police Department is seeking a motivated, team-oriented person who possesses good problem solving and communication skills that is interested in working in a tight knit community where community policing is a priority. The candidate selected will perform criminal investigations, crime prevention and community involvement assignments along with traffic enforcement.
Minimum Requirements:
- Applicants must be a U.S. Citizen; must be 21 years old by the anticipated date of the agility test.
- Applicants must be a high school graduate or equivalent.
- Candidates must meet the Physical Fitness Testing minimums and will be re-tested once every three years if hired.
- Must be willing to be a full-time certified police officer in New Hampshire, or if certified in another state, must be eligible for certification with law package through the New Hampshire Police Standards and Training Council.
The hiring process consists of a medical screening, physical agility test, Police Oral Board, polygraph examination, in depth background investigation, psychological evaluation, and drug screening. The Charlestown Fire Department is seeking candidates for the positions of on call Fire Fighter and Rescue Department Members. The Charlestown Fire Department is a multi-hazard department providing fire prevention, fire suppression, basic hazardous materials response, vehicle rescue and extrication, basic rescue, and first response EMS services for the citizens of Charlestown New Hampshire.
The ideal candidate is a team player, self-motivated, honest, trustworthy, and dedicated. They will be committed to lifelong learning, will be safety conscious, and able to take constructive feedback and incorporate it into future activities.
All candidates will need to have a valid driver’s license and will undergo a background check.
There is a particular need for candidates that have the ability to respond to calls for service during daytime hours Monday through Friday.
There is a preference for candidates interested in obtaining both Firefighting and EMS certifications. Candidates will be expected to be enrolled in either a Firefighter 1 course or an EMS course leading to certification within 18 months of hire.
