Planning & Zoning Administrator/Code Enforcement

Position Summary:

The Planning & Zoning Administrator is responsible for overseeing land use planning, zoning enforcement, and development review within the municipality. This role ensures compliance with local, state, and federal regulations while supporting sustainable growth and development. The Administrator works closely with municipal boards, developers, and the public to guide land use policies and ensure orderly development.

Key Responsibilities:

Planning

  • Administer and enforce zoning ordinances, subdivision regulations, and land use policies.
  • Review development proposals, site plans, and permit applications for compliance with local and state regulations.
  • Provide professional guidance to the Planning Board, Zoning Board of Adjustment, and other committees.
  • Develop and implement comprehensive plans, zoning amendments, and land use policies.
  • Assist in drafting ordinances and regulations to align with community goals and state law.
  • Maintain accurate records of planning applications and meetings.

Zoning & Code Enforcement

  • Conduct zoning compliance inspections and issue enforcement actions as necessary.
  • Interpret and apply zoning regulations, answering inquiries from property owners, developers, and officials.
  • Investigate zoning violations and work with property owners to resolve issues.
  • Maintain accurate records of zoning applications, permits, and enforcement actions.

Community Engagement & Public Assistance

  • Serve as the primary contact for the public regarding planning and zoning matters.
  • Educate residents, businesses, and developers on zoning regulations and procedures.
  • Facilitate public meetings and hearings, presenting planning and zoning recommendations.
  • Respond to inquiries from attorneys, engineers, surveyors, and other professionals.

Grant Writing

  • Identify and apply for grants to support planning, zoning, and community development projects.
  • Manage grant-funded projects, ensuring compliance with grant requirements and deadlines.

Administrative & Other Duties

  • Prepare reports, agendas, and meeting minutes for planning and zoning boards.
  • Maintain GIS maps, land use records, and databases.
  • Stay current with changes in state and federal land use regulations.
  • Collaborate with regional planning commissions, state agencies, and municipal officials.

Qualifications & Skills:

  • Bachelor’s degree in urban planning, public administration, environmental studies, or a related field (or equivalent experience) preferred.
  • Knowledge of zoning laws, land use planning, and municipal government functions.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent written and verbal communication skills.
  • Ability to interpret legal documents, maps, and site plans.
  • Experience with GIS, permitting software, and Microsoft Office.
  • Grant writing and project management experience is preferred.

Work Environment & Schedule:

  • This is a part-time position with regular office hours; evening meetings required.

    • The Planning Board meets the first and third Tuesday of every month at 6pm.
    • The Zoning Board meets as needed at 6pm.
  • Fieldwork may be necessary for site visits, inspections, or enforcement actions.

Assessing Clerk

Position Summary:

The Assessing Clerk provides administrative and clerical support to the Assessing Office, ensuring accurate maintenance of property assessment records and assisting the public with inquiries related to property valuations, exemptions, and abatements. This position requires attention to detail, strong organizational skills, and the ability to interpret and apply state and local property assessment laws.

Key Responsibilities:

Administrative & Clerical Duties

  • Maintain and update property assessment records, tax maps, and ownership changes.
  • Process property transfers, deed recordings, and current use applications.
  • Assist in preparing and mailing assessment notices, tax bills, and exemption/credit applications.
  • Maintain files related to property exemptions, abatements, and appeals.
  • Generate reports and correspondence as needed.
  • Process Intents

Customer Service & Public Assistance

  • Respond to inquiries from property owners, attorneys, real estate professionals, and the general public regarding property values, tax assessments, and exemptions.
  • Assist residents in completing applications for veterans’ credits, elderly exemptions, and other tax relief programs.
  • Explain assessment policies and procedures in a clear and professional manner.

Data Entry & Recordkeeping

  • Input and verify property data, sales information, and assessment changes into the municipal assessing software.
  • Ensure all property records and maps reflect the most up-to-date information.
  • Work with GIS systems to maintain accurate property mapping records.

Coordination & Support

  • Coordinate with the NH Department of Revenue Administration (DRA) and local officials on assessment-related matters.
  • Assist in the revaluation process, including scheduling property inspections and working with contracted assessors.
  • Support the Assessing Official in processing abatements and preparing for the Board of Tax and Land Appeals (BTLA) hearings.

Qualifications & Skills:

  • High school diploma or equivalent (Associate’s degree in business administration, public administration, or a related field preferred).
  • Experience in municipal assessing, real estate, or a related field is preferred.
  • Knowledge of New Hampshire property tax laws and assessment procedures preferred.
  • Proficiency in Microsoft Office (Word, Excel, Outlook) and assessing software.
  • Strong attention to detail, organizational, and time management skills.
  • Excellent customer service and verbal and written communication skills.
  • Ability to maintain confidentiality and handle sensitive information appropriately.

Work Environment & Schedule:

  • Standard office environment with occasional fieldwork for property inspections.
  • Part-time office hours with occasional evening meetings or additional hours during tax assessment cycles.

Health Officer

Reports To: Board of Selectmen

Position Summary:

This is an on-call position. The Health Officer is the designated municipal official responsible for enforcing public health laws, ordinances, and regulations at the local level. They serve as the liaison between the municipality and state public health agencies, ensuring compliance with health codes, investigating complaints, and promoting public health initiatives.

Key Responsibilities:

  • Enforce Public Health Regulations:
    • Interpret and enforce state and local health laws, rules, and ordinances.
    • Respond to and investigate complaints regarding public health nuisances, such as unsanitary living conditions, septic system failures, and water contamination.
  • Conduct Inspections:
    • Perform inspections of rental properties, daycare centers, food establishments, and other facilities as required.
    • Assess public health concerns related to mold, lead hazards, pest infestations, and other environmental health risks.
  • Investigate Public Health Complaints:
    • Examine and resolve complaints related to housing conditions, sewage disposal, drinking water safety, and vector control (e.g., rodents).
    • Work with property owners and tenants to ensure compliance with health standards.
  • Collaborate with State and Local Agencies:
    • Work with the New Hampshire Department of Health and Human Services (DHHS) and the Department of Environmental Services (DES) on public health matters.
    • Coordinate with emergency management, fire, police, and code enforcement on health-related incidents.
  • Public Health Education and Outreach:
    • Provide information and guidance to the public on health and sanitation issues.
    • Educate landlords, tenants, and business owners about best practices for maintaining safe and healthy environments.
  • Emergency Response:
    • Assist in local emergency preparedness planning for public health crises, such as disease outbreaks, pandemics, or environmental hazards.
    • Respond to public health emergencies in coordination with local and state agencies.

 Minimum Qualifications:

  • Ability to interpret and apply public health laws and regulations.
  • Strong communication, investigative, and problem-solving skills.
  • Ability to work independently and handle sensitive situations professionally.
  • Basic knowledge of environmental health, sanitation, and disease prevention.
  • Must complete required training within the first year of appointment.
  • Ability to pass a background check.

Preferred Qualifications:

  • Experience in public health, code enforcement, or environmental health.
  • Knowledge of municipal government operations.

Training Requirements:

  • All NH Health Officers must complete a minimum of three hours of training related to public health laws and responsibilities upon appointment. Additional training may be required based on municipal needs.

EXPERIENCED FINANCE CLERK

The Town of Charlestown NH Selectboard Office is seeking a full-time experienced Finance Clerk.

DUTIES AND RESPONSIBILITIES:

Job responsibilities include, but are not limited to:

  • Processing accounts payable weekly
  • Log general ledger entries
  • Revenue accruals, and corrections, etc.
  • Preparation of quarterly budget reviews and various quarterly fund financial statements
  • Yearly budget preparation
  • Balancing funds with Treasurer and Tax Clerk

Qualifications

  • A college degree in accounting with prior experience in municipal finance and contract administration is preferred.
  • Previous experience with Business Management Systems, Inc (BMSI) is a plus, but we are willing to train the right person.

BUILDING INSPECTOR JOB DESCRIPTION

 SUPERVISION RECEIVED:

The Building Inspector receives direction from the Planning Board Administrator.

 DUTIES AND RESPONSIBILITIES:

  • Inspect commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations
  • Inspecting the building structure, plumbing, electrical, sewerage, and heating systems for safety and specification compliance
  • Examine plans and specifications of new construction, additions and alterations to residential and commercial buildings to determine compliance with the provisions of applicable local, state, and federal construction codes, ordinances, rules, and regulations
  • Inspect existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances
  • Inspect foundation, concrete, steel, masonry, wood construction, framing, plastering, routine plumbing, heating and electrical installations and a large variety of other complex and routine building system elements
  • Conduct inspections of swimming pools at construction sites for compliance with regulations; enforce local and state mandates as necessary
  • Respond to citizen complaints and concerns; serve due process letters to violators as necessary
  • Issue notices to comply on violations; maintain records of history of facts for possible legal actions
  • Confer with architects, contractors, builders and the general public in the field and office; explain and interpret building requirements and restrictions
  • Log, route, track, and process all incoming plans; respond to code and related questions in person and on the phone
  • Maintain files, records, and reports regarding inspection and plan check activities and findings
  • Issuing of violations notices and stop-work orders
  • Confer with and provide information and assistance to architects, engineers, contractors, builders, and the general public in the field and office; explain and interpret applicable codes, ordinances, and zoning regulations

  • Conduct inspections and review plans for seismic safety precautions and code compliance

Deputy Health Officer

Job Summary:

The Deputy Health Officer assists the Health Officer in enforcing public health laws, investigating health complaints, conducting inspections, and promoting public health initiatives within the municipality. TRANSFER STATION ATTENDANT

The Town Charlestown is seeking a qualified individual to fill the position of Transfer Station Attendant.

This position is part time and year-round. Weekly schedule is Tuesday through Saturday.

Duties include but not limited to:

  • Maintaining the recycling area and insuring the proper disposal and classification of all recycled materials.
  • Assisting residents and commercial users in the appropriate placement of refuse and recyclables.
  • Assist the Road Agent in all matters related to the operation of a solid waste/recycling facility.

POLICE OFFICER - Open until filled

FULL-TIME POLICE OFFICER OPENING – Must be willing to be a certified full-time police officer in New Hampshire. The Town of Charlestown Police Department is seeking a motivated, team-oriented person who possesses good problem solving and communication skills that is interested in working in a tight knit community where community policing is a priority.  The candidate selected will perform criminal investigations, crime prevention and community involvement assignments along with traffic enforcement. 

Minimum Requirements: 

  • Applicants must be a U.S. Citizen; must be 21 years old by the anticipated date of the agility test.
  • Applicants must be a high school graduate or equivalent.
  • Candidates must meet the Physical Fitness Testing minimums and will be re-tested once every three years if hired.
  • Must be willing to be a full-time certified police officer in New Hampshire, or if certified in another state, must be eligible for certification with law package through the New Hampshire Police Standards and Training Council. 

The hiring process consists of a medical screening, physical agility test, Police Oral Board, polygraph examination, in depth background investigation, psychological evaluation, and drug screening. FIRE FIGHTER & RESCUE DEPARTMENT MEMBERS

The Charlestown Fire Department is seeking candidates for the positions of on call Fire Fighter and Rescue Department Members.  The Charlestown Fire Department is a multi-hazard department providing fire prevention, fire suppression, basic hazardous materials response, vehicle rescue and extrication, basic rescue, and first response EMS services for the citizens of Charlestown New Hampshire. 

The ideal candidate is a team player, self-motivated, honest, trustworthy, and dedicated.  They will be committed to lifelong learning, will be safety conscious, and able to take constructive feedback and incorporate it into future activities.   

All candidates will need to have a valid driver’s license and will undergo a background check.   

There is a particular need for candidates that have the ability to respond to calls for service during daytime hours Monday through Friday.   

There is a preference for candidates interested in obtaining both Firefighting and EMS certifications. Candidates will be expected to be enrolled in either a Firefighter 1 course or an EMS course leading to certification within 18 months of hire.
