            <content:encoded><![CDATA[<p>To ensure the safety, dignity, and proper maintenance of Pine Crest and Hope Hill Cemeteries, the Cemetery Department will be conducting a necessary removal of overgrown, diseased, or unauthorized trees and shrubs. These measures are required to prevent damage to headstones, improve overall aesthetics, and ensure efficient, safe grounds maintenance.</p>
<p>On June 1st, cemetery staff will begin removing all shrubs, trees, and permanent plantings that exceed lot dimensions, infringe on neighboring plots, or are otherwise in violation of cemetery rules.</p>

            <content:encoded><![CDATA[<p>Jerry Beaudry, a lifelong resident of Charlestown, has been appointed Fire Chief by the Selectboard, assuming responsibilities for the department on January 2, 2025.  Jerry has been employed by the Town of Charlestown for over 25 years working in positions including Communications Specialist, Police Officer, Paramedic, Ambulance Director, Firefighter, and now Fire Chief. </p>
<p> </p>
<p>Jerry is a certified Level II Fire Fighter with additional certifications in Hazardous Materials and Wildland Fire Fighting.  Jerry has been a Nationally registered Paramedic for over 20 years and is also a certified Critical Care / Flight Paramedic.  Jerry has a Master’s Degree from Vanderbilt University and a Post Masters from the University of South Carolina.</p>]]></content:encoded>

            <content:encoded><![CDATA[<p><strong>MUNICIPAL RESOURCES INC TO CONDUCT CHARLESTOWN 2026 REVALUATION</strong>      </p>
<p> </p>
<p>The assessing firm Municipal Resources, Inc. (MRI) has been hired by the Town of Charlestown to begin a town wide revaluation, in accordance with the NH Constitution Part II, Article 6 and RSA 75:8a, for the 2026 tax year. The purpose of the project is to bring property assessments uniformly in line with market conditions as of April 1, 2026.</p>
<p> </p>
<p>Here is a general outline of each phase of the project.</p>
<p> </p>
<p><strong>Phase One, Market Analysis and Valuation:</strong> A variety of resources will be used to analyze the real estate market. MRI will analyze recent sales to determine what market factors influence property values. The current market rates for land and building values, demonstrated by property sales, will be used to establish new land and building values for all properties in the Town.</p>
<p> As part of this process MRI will visit all properties that have sold between April 1, 2024 and March 31, 2026. MRI will measure the exterior of those buildings and attempt to verify interior property details verbally or with an interior inspection. Owners of property sold between April 1, 2024 and March 31, 2026 will be sent letters requesting information about the sale and the condition of their property at the time of sale. MRI will also use information from the Sullivan County Registry of Deeds and local real estate professionals. MRI personnel working in the Town will have picture IDs and letters from the Town identifying them. Personnel information will also be registered with the Charlestown Police Department.</p>
<p> During the market analysis and valuation, building values will be determined by comparing each property to others with similar characteristics. Land values will be determined based on the desirability of locations throughout the Town as demonstrated by the real estate market.</p>
<p> </p>
<p><strong>Phase Two, Field Review:</strong> Once market data is collected and analyzed, all other properties in the town are reviewed for consistency and accuracy. This process is done with a drive-by field review or desk review. These reviews are done by a NH DRA certified Assessing Supervisor.</p>
<p> </p>
<p><strong>Phase Three, Informal Hearings:</strong> Once Field Review is complete, a notice of preliminary assessed values will be mailed to each property owner. At this time, property owners will have an opportunity to discuss questions concerning the revaluation process, assessed values, or their property data with MRI personnel. After the informal hearings, adjustments to values will be made if needed, and assessments will be finalized and accepted by the Town.</p>
<p> Phases One and Two are expected to take place during the spring and early summer. Phase Three hearings are expected by mid-summer. New values will be reflected in the November 2026 bills. The NH Department of Revenue will follow the revaluation making their own follow up visits to a percentage of viewed properties and checking the data.</p>

In 2025, the voters of Charlestown adopted a Historic Districts Ordinance to preserve the historic character of the districts while allowing for appropriate changes and improvements. Design Guidelines are established to identify key features of the historic districts that should be respected when planning any alterations or new construction. Design Guidelines provide the commission with a basis for unbiased and uniform reviews of proposed work in historic districts, and provide property owners with guidance in planning their projects.</p>

Any person on the checklist who has not voted in the past five years must re-register to remain on the checklist, unless the voter registered after the last state general election. The supervisors are sending notice letters to these voters at the address the voter provided when registering. </p>
<p>The Supervisors of the Checklist for the Town of Charlestown will hold  sessions for re-registering voters who have not voted since April 1, 2021, accepting applications for new voter registration, accepting requests for the correction of the checklist and/or change of party affiliation on:</p>
